Regional Trade Agreements (RTAs) have increased significantly in number over the past few years. The number of RTAs which include environmental provisions is also increasing. However, these provisions, and the experience related to their negotiation and implementation, have not been examined in depth yet. This study contributes to filling this gap. It provides an overview of approaches to environmental issues in RTAs and summarises country experiences in their negotiation and practical application. Regional and bilateral trade arrangements are surveyed, including customs unions and free trade agreements. The study is based on the analysis of RTA texts, and on literature examining their actual implementation, as well as on first-hand comments and input from experts from both OECD and non-OECD countries.

Better Oracle Performance Tuning Comes from Better Application Design

Proper application design principles share many similarities with Oracle performance tuning efforts on deployed databases and applications. That is, Oracle performance tuning is often finding faults and deficiencies that should have been caught during the application design phase. Without enough time or effort to design these performance issues out of the application, DBAs must spend unnecessary time finding them after the database is deployed.

With proper planning and an understanding of optimal application design, the amount of time spent on Oracle performance tuning can be greatly reduced.

Application Design Principles That Affect Oracle Tuning
There are three main activities in proper application design:

- To reduce unnecessary SQL requests
- To reduce the need for network round trips
- To reduce the number of lock contentions for processes

Let’s examine how applying these principles to application design will assist in reducing the need for Oracle tuning on deployed databases.

Employ Caching
Use caching as often as possible. Cache frequently accessed static data to reduce the number of requests and overall network traffic necessary for database overhead.

Eliminate Hard Parses
That is to say you should reduce the occurrences of hard parses. They greatly reduce application speed and performance. A large number of hard parses will slow down performance and require Oracle tuning efforts to improve.

Optimize with Stored Procedures
Many transactions are made up of numerous individual SQL statements. These stored procedures are an excellent way to reduce network traffic necessary by processing those numerous statements with fewer database calls.

Locking Strategies
Optimal Oracle performance tuning may often require that some SQL statements not be processed at the same time. This process is referred to as a lock.

Locks should be held for the least amount of time possible to avoid performance issues. You can utilize the pessimistic or optimistic locking strategies. Optimistic locking strategies usually hold locks for a short time, but aren’t as effective for lock processing as pessimistic strategies. Effective Oracle tuning requires the proper balance between the number of locks and the amount of time each is held.
